{"id":297,"date":"2015-12-07T01:00:52","date_gmt":"2015-12-07T01:00:52","guid":{"rendered":"http:\/\/jick.net\/wordpress\/?p=297"},"modified":"2023-04-07T14:31:11","modified_gmt":"2023-04-07T21:31:11","slug":"your-risk-vs-everyones-risk","status":"publish","type":"post","link":"https:\/\/jick.ca\/?p=297","title":{"rendered":"Your Risk vs. Everyone&#8217;s Risk"},"content":{"rendered":"<p>This is so obvious it&#8217;s embarrassing to be writing about it, but it&#8217;s also obvious that a large fraction of my fellow citizens just don&#8217;t get it; so I have no choice:<\/p>\n<p><em>There is a <strong>difference<\/strong> between <strong>personal choice<\/strong> and<strong> epidemiology.\u00a0<\/strong> <\/em><\/p>\n<p>Wikipedia says, &#8220;<span class=\"_Tgc\"><b>Epidemiology<\/b> is the study of the patterns, causes, and effects of health and disease conditions in defined populations. It is the cornerstone of public health, and shapes policy decisions and evidence-based practice by identifying risk factors for disease and targets for preventive healthcare.&#8221;\u00a0 I&#8217;m happy with that definition.\u00a0 Lots of people are charged with the responsibility of worrying about the epidemiological consequences of various choices; and so they should be.\u00a0 <\/span><\/p>\n<p><strong>Personal choice<\/strong> is different.\u00a0 It&#8217;s up to <em>you<\/em> whether <em>you<\/em> want to worry about something that might affect <em>you<\/em> adversely.\u00a0 Or it should be.\u00a0 These days I find that an awful lot of other people think it&#8217;s up to <em>them<\/em> whether <em>I<\/em> should worry about <em>my<\/em> risks.<\/p>\n<p>A concrete example might help clarify this distinction:\u00a0 <em>Project Gasbuggy<\/em>.\u00a0\u00a0 Back in middle of the 20th Century, certain parties proposed to use nuclear bombs to collapse salt domes underground, releasing vast quantities of natural gas that was (and still is) stored in such natural formations.\u00a0 The gas thus released would be radioactive, of course, so it was proposed to mix it with other natural gas to dilute the radioactivity to &#8220;acceptable&#8221; levels.<\/p>\n<p>This proposal was rejected, but let&#8217;s suppose it had recently been implemented.\u00a0 Should you worry?\u00a0 Let me rephrase that: should you be worried for <em>your<\/em> <em>own<\/em> safety?\u00a0 Exposing millions of people to radioactive natural gas would probably cause thousands of &#8220;extra&#8221; deaths per year from cancer, so <em>epidemiologically<\/em> it would clearly be a Bad Thing.<sup>*<\/sup>\u00a0 But <em>your<\/em> chances of dying of cancer would probably be boosted from about 20% to something like 21%.\u00a0 (These are not carefully calculated numbers, but it hardly matters for the purpose of my argument.)<\/p>\n<p>Let&#8217;s face it: regardless of how much exercise you get, how meticulously you optimize your diet, how good your medical plan is or how carefully you avoid all dangerous practices and hazardous materials, <em>you, personally, are going to <strong>die<\/strong><\/em>.\u00a0 You need to start by facing this fact.\u00a0 Once you have done so, you should realize that all you have <em>any<\/em> control over are the <em>time<\/em> and <em>cause<\/em> of your death.\u00a0 And not much control at that.\u00a0 It pays not to be foolish, but people are pretty foolish anyway.\u00a0 (Or are they?\u00a0 That&#8217;s another question.)<\/p>\n<p>So, in my opinion, for the reasons stated above, you would be silly to worry <em>for you own safety<\/em> about many things that we all might agree would be unethical to impose on the population at large.<\/p>\n<p style=\"text-align: center;\">&#8211;=&#8211;<\/p>\n<p><sup>*<\/sup><em>Note added in proof<\/em>:\u00a0 \u00a0Upon reflection, I&#8217;ve realized that good ethical decisions are not that simple, especially when they affect millions of people.\u00a0 Suppose <em>Project Gasbuggy<\/em> had gone ahead, and suppose it had indeed caused (let&#8217;s say) 1000 additional people to die of radiation-induced cancer in the following half century.\u00a0 Does that make it a Bad Thing?\u00a0 It depends on how many people the additional natural gas <em>saved<\/em> from death.\u00a0 <em>Any<\/em> decision affecting millions or people will <strong><em>both<\/em><\/strong> cause some to die &#8220;prematurely&#8221; who would otherwise have lived much longer <strong><em>and<\/em><\/strong> <em>prevent<\/em> some deaths that would otherwise have come &#8220;prematurely&#8221;.\u00a0 (See the post &#8220;<em>Premature Deaths<\/em>&#8221; in this collection.)\u00a0 Rational ethics requires consideration of both numbers.\u00a0 In fact, rational ethics also requires consideration of many other factors, such as <em>quality<\/em> of life for different people.\u00a0 Rational ethics is hard!\u00a0 I suppose that&#8217;s why so many people resort to a list of Commandments to guide their behavior.\u00a0 (Morality is not the same as ethics.\u00a0 <strong>Duh!<\/strong>)<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This is so obvious it&#8217;s embarrassing to be writing about it, but it&#8217;s also obvious that a large fraction of my fellow citizens just don&#8217;t get it;
